Mr. Choe Joong-Keun is the Senior Manager of the Overseas Project Division at the Korea Expressway Corporation (KEC), bringing nearly two decades of experience in infrastructure development and public-private partnerships (PPP) for toll road systems. He has extensive expertise in public procurement, transaction advisory, and international project collaboration, having contributed to nationwide toll road development projects across Korea and major international ventures such as the Kibaha-Morogoro Expressway PPP project in Tanzania.

He holds a Bachelor of Law from Korea University and is currently pursuing a Master’s in Advanced Convergence Studies at Gimcheon University, focusing on the integration of emerging technologies with regulatory frameworks. A certified procurement specialist and licensed real estate agent, he actively represents KEC in global forums on expressway innovation and recently presented at the Korea-Malaysia Road & Construction Technology Cooperation Seminar held in Kuala Lumpur in 2025.
